Many tied wars will be the outcome because when everyone shares the same advantage, no one has an advantage. Another possible scenario is that those bases will wind up being paired with bases with similar attack strength, in many cases this will be more fully developed equivalent TH with more well rounded defenses. The outcome here is clear, the previous advantage is now a disadvantage and the unbalanced base owners will suddenly understand why there has been such an outcry of “unfair” from the balanced base community.
